Job Description

Argonne National Laboratory has an opportunity for a Risk Program Manager within the Project Management Office Division.

A Risk Program Manager – under consultative direction – leads, manages, and works on multiple, complex projects and initiatives in support of Argonne’s scientific and operational objectives. Projects and initiatives supported will be large scale and intricate science and technology (S&T) projects such as the Advanced Photon Source Upgrade (APSU) and Advanced Leadership Computing Facility-3 (ALCF-3), in addition to large to mid-scale civil construction projects and smaller S&T initiatives. Additionally, the Risk Program Manager will provide subject matter expertise to the Project Management Organization PMO) and advise and lead implementation of risk management related process improvements and associated training programs. 

The Risk Program Manager shall provide leadership and technical expertise to plan, develop, and administer technical risk management functions and to ensure timely and effective identification, management, analysis, and handling of risks. This includes assisting Lab senior leadership and project management teams in facilitating the risk management process across projects, programs, and portfolios. The position will facilitate risk assessments and maintain the risk management process ensuring alignment with associated Argonne requirements. This role will lead the Laboratory’s project risk management framework, which includes applying advanced risk principles/theories, facilitating risk discussions, maintaining current, accurate and complete risk information, and analyzing and trending risks and issues data to gauge and guide risk management performance. Further this role will support the development of risk management procedures, tools, reporting, and training.

This role uses independent judgement and experience to review resource-loaded, time-phased, logic driven project schedules and budgets using software tools, prepare project documentation, participate in reviews; prepare, review, and/or direct the preparation of status reports and other documentation; implement change control processes and analyze key risk-based performance metrics to ensure successful completion of project or initiative objectives. In some instances, this will be additionally supported by internal PMO Project Management and Project Controls staff.

The role will require collaboration with institutional stakeholders and external customers while performing matrixed work within other departments. The Risk Program Manager must be able to work with a diverse set of stakeholders, including laboratory senior leadership and senior scientific principal investigators, to plan and implement risks and their mitigations that help achieve the project’s and initiative’s goals. This requires developing creative solutions to complex problems in most instances.

The Risk Program Manager is responsible for maintaining effective communication with Laboratory stakeholders, customers, contractors, and other related project team members. Achieving greater results by working together across boundaries, actively sharing information, and promoting a sense that we are all on the same team. Establishes courses of action for self and others to ensure that work is completed efficiently. Position Requirements

  • Knowledge and experience in interpretation and application of project and risk management theories, principles, and computerized performance measurement systems for scope, schedule, cost, and risk.
  • Experience reviewing project scopes, project specifications, schedules, and cost estimates.
  • Knowledge of risk simulation tools (Monte Carlo, etc.) for project management (@Risk, Oracle Primavera Risk Analysis, Acumen Risk, Safran, Crystal Ball, etc.).
  • Ability to think analytically and have strong attention to detail.
  • Skill in negotiation and the ability to achieve designated goals within a complex environment.
  • Experience with Earned Value Methodology following EIA-748 and financial system processes related to project management.
  • Knowledge of and experience with DOE project management system requirements and practices.
  • Some knowledge of computerized performance measurement systems for schedule and performance metrics.
  • Demonstrated excellent communications, written, and oral skills. Skilled in developing, cultivating, and maintaining internal and external working relationships.
  • Organizational skills and ability to multitask and prioritize in a fast-paced, heavily matrixed environment.
  • Demonstrated ability to work on multiple concurrent projects/initiatives and to achieve desired goals.

Entrance to this level will require demonstrated and/or documented previous expertise in risk and project management of a commensurate scope; demonstrated hands-on experience in creating, developing, and executing risk management plans; demonstrated experience in problem solving; demonstrated experience with word processing, spreadsheets derived from databases, and graphic presentation development.

A Master’s degree in finance, engineering, statistics, economics, mathematics, or related field with progressive experience in risk management or project management with 6+ years of relevant experience is preferred. Professional registration within project management, i.e., PMP or RMP, is desirable.

The incumbent will further be expected to continue and or maintain their professional development through participation in project reviews and professional certification programs, and through membership in professional organizations and attendance at project management conferences and reviews.
