Job Description

The Physical Science and Engineering (PSE) Directorate of Argonne National Laboratory (ANL) is seeking an experienced Financial Business Analyst to support the Directorate and one or more Divisions within the Directorate.  This position requires a strong understanding of the principles and theory of accounting and finance including significant knowledge of business systems, budgeting and accounting principles including Generally Accepted Accounting Principles (GAAP).  The primary responsibility of this role is to effectively execute significant and complex mission support activities.  This requires innovation, interaction with management, coordination across organizational lines and leadership of a broad area comprised of multiple mission support areas. This position also requires the ability to interpret policies and practices and meet goals with limited direction.

This position will plan and control expenditures for an organizational unit. This work includes establishing cost estimates for funding proposals, providing resource costs, funding requirements and submissions for Field Work Proposals, DOE proposals, Work for Other Proposals, CRADAs, etc. The incumbent will monitor spending, analyzes variances, identify funding problems, identify, and resolve accounting discrepancies. They will also exercise funds control over purchases, subcontracts, service contracts, travel, service requests, effort charges, space, etc. In addition, this role typically serves as a Technical Representative on contracts.

Additional responsibilities include, but are not limited to:

Assists in the development, forecasting, and analysis of division budgets, expenditures, space utilization, etc.  Identifies and clarifies corrections, makes recommendations to division management Serves as point of contact between Scientific Program Investigators (PIs), external, and internal contacts regarding contracts and proposals Assists managers with financial and resource planning activities including funds allocation, financial control, procurements, and reporting Works with divisional stakeholders to understand current program needs and deliver reporting products to improve decision making capabilities Manages large sets of operational data for a broad research organization Creates, analyzes, and prepares monthly status of funds and other adhoc reporting. Serves as backup to designated Divisional Finance Business Partners.

Position Requirements

  • Strong organizational skills, ingenuity, and creativity, and the ability to solve problems independently

  • Knowledge and proficiency in Microsoft Office, specifically Excel and Access including data base management

  • Ability to effectively communicate with all stakeholders including Directorate and Division management, Laboratory Financial Department, etc.

  • Learn Argonne business systems applications (Workday Financial, Dayforce, etc.) as well as policies and procedures for financial management, procurement, subcontracting, FWP/WFO proposal development and submission

  • High level of customer service and a mission driven mindset

  • Considerable skill in understanding detailed and complex processes and associated policies and government regulations    

  • Strong data management skills with the analytical ability to recognize and report anomalies

  • Skill in setting work priorities, handling multiple assignments for multiple people, and time management
